Implications for Policy

The policy review in this chapter shows complexity and disparity in legal definitions of small business. The examples show the depth of the disparity even within a single state. When compounded across a potential 87,000 jurisdictions in the U.S., the problem expands exponentially. While interesting, the legal definition of small business is not of real consequence for practice. It is a function of American federalism and the purview of state and local governments to define the parameters of individual programs. Small business’s vulnerability to disaster is a local problem—a problem that is more in need of support from substantive emergency-management research than of federal policy interventions. From a policy perspective, governments may consider tax incentives for the adoption of preparedness and mitigation measures (Dahlhamer & D’Souza 1995; Sadiq 2010). As a condition of accessing small-business programs, governments could require certain preparedness and mitigation activities to be undertaken. This would serve to reinforce emergency management outcomes within the framework of economic programs.
